MISSION
The Joint Research Laboratory on Energy Planning (JRL ePLAN) is a long-term collaborative research initiative between TECNALIA, the University of the Basque Country (UPV/EHU) and BC3 – Basque Centre for Climate Change. Its mission is to advance state-of-the-art scientific knowledge, methodologies and tools for energy planning, supporting the energy transition of regions, industries and infrastructures through rigorous, interdisciplinary research.
JRL ePLAN focuses on the development of advanced modelling, data-driven analysis and decision-support frameworks that enable robust planning of energy systems across multiple scales, sectors and energy vectors.
VISION
JRL ePLAN aims to become a reference research hub in Europe for integrated, multiscale energy planning, contributing to the scientific foundations required to design resilient, efficient and climate-neutral energy systems. The laboratory seeks to bridge fundamental research and applied energy planning challenges, reinforcing the Basque Country’s position as a leading region in energy transition research.
AREAS OF ACTION
Establish an international Group of Excellence focused on Energy Planning, bringing together leading research institutions, universities, and industrial partners to consolidate a high-level hub for innovation and strategic knowledge generation in this area.
Develop advanced methodologies and digital tools that facilitate the design, simulation, and assessment of comprehensive energy transition strategies across the entire value chain.
Participate in collaborative research projects at both national and international levels, promoting synergies between academia, research centers, and industry.
Achieve high scientific output in terms of impact publications and intellectual property assets developed jointly within the framework of the Group of Excellence.
Integrate Energy Planning expertise into official master’s and doctoral programs, reinforcing the academic offer and embedding cutting-edge research results into advanced training pathways.
Generate a major impact on the Basque Country’s energy transition, ensuring the Group’s involvement in key decision-making and advisory activities.
Attract new researchers and doctoral candidates who contribute to strengthening the Group’s strategic research lines.
