Eneko Arrizabalaga (PhD) is a specialist in urban and regional energy planning, with strong expertise in simulation models, life cycle analysis, and multicriteria assessment. He is currently the Scientific Director of the Joint Research Laboratory for Energy Planning (JRL e-PLAN)—driven by Tecnalia, BC3, and the University of the Basque Country (EHU)—and a Senior Researcher in the Energy Planning Platform at Tecnalia Research & Innovation. He holds an International PhD from EHU and Tecnalia, a Master’s degree in Energy Efficiency and Sustainability (EHU), and completed research stays at the University of Bristol and Bristol City Council.

He is a Senior Industrial Engineer with a dual specialization in Construction and Ecodesign (EHU), and began his research career at CIDEMCO-Tecnalia in 2010. He has participated in more than 30 national and European projects (FP7, H2020, SCC1), including STEEP, CITyFIED, REPLICATE, DRIVE2X, EXPEDITE, and MYSMARTLIFE. He has also been Principal Investigator of the Elkartek project BIDERATU, focused on developing an integrated energy modelling system for the Basque Country. More recently, he has contributed to projects and other strategic initiatives for Euskadi and Gipuzkoa.

As a researcher, he has published articles in high-impact journals (IF >10), as well as books/chapters (2), and has actively participated in more than 20 national and international conferences. He co-supervises two PhD theses and has delivered university teaching and specialized training. He has contributed to the development and registration of software tools such as GEOPLAN-GRIDS, BIDERATU, TEKZONE, and GEOPLAN-REGION.
